Non-Urban Institute users should notify NCCS by e-mail (nccs@urban.org) if they experience serious problems.
The problem can be at the server, in the server-to-internet connection, on the main internet hubs run by the AT&Ts, or with UI's internet connection. The one time this was a major problem, it turned out that another server at Netlink (our internet service provider) was broadcasting emails and clogging our connection but that was fixed quite a while ago. Occasionally, we see short-term and relatively mild slowdowns which go away quickly.
The Windows tracert utility (tracert nccsdataweb.urban.org) can also be used to see if the problem lies along the pipe between the user and the DataWeb.
