http://www.Workforce.com is my favorite resource for personnel management resources. You have to "join" workforce.com to access
their files, but "joining" is free (they just want your e-mail address, and
they don't sell it).

You may want to look into a fairly new approach in personnel and other forms of nonprofit management..the use of the professional employer organization (PEO) (look at http://www.napeo.org) that provides full or part-time professional employees to meet specialized requirements.
